Steve leads Victoria’s Labour Hire Authority (LHA), protecting workers from exploitation and improving the integrity and transparency of the labour hire industry. With around 6,000 licensed businesses, and covering all industries, Victoria’s labour hire licensing scheme is Australia’s most comprehensive. Established in 2019, LHA has built a reputation as an active regulator – with a focus on industry engagement, and robust approaches to licensing, compliance and enforcement. Steve has devoted his career to protecting the rights of vulnerable workers. Starting as a youth worker, he held roles at the Australian Manufacturing Workers Union, including as State Secretary of the Victorian Branch.
